الخطورة الاجرامية للمسجلين الخطرين العائدين إلى الاجرام دراسة سوسيولوجية Criminal Risk for Dangerous Registrants Recidivism Sociological Study

تُعد الجريمة ظاهرة خطيرة تهدد کيان المجتمع وتعمل على عدم استقراره والاضرار بمصالح أفراده، فالفرد العائد إلى الاجرام يمثل خطراً کبيراً لإصراره على تکرار ارتکاب السلوک الإجرامي، وعدم فاعلية العقوبة الجنائية في ردعة أو تقويمه، وعدم التزامه بالقواعد والقوانين التي أقرها المجتمع. وترجع أهمية الدراسة إلى انها ترکز على فئة " المسجل خطر" تلک الفئة التي لم تأخذ نصيباً من الاهتمام والدراسة في مجال " علم الاجتماع الجنائي " فلم تجد الباحثة أي دراسة سوسيولوجيه - على حد علمها - تناولت بالدراسة هذه الفئة على الرغم من خطورتها بما تشکله من تهديد لمصالح الافراد والجماعات، وبالتالي على الأمن القومي للمجتمع کله. لذا هدفت الدراسة الحالية الکشف عن الخطورة الاجرامية للمسجلين الخطرين من وجهة نظر رؤساء المباحث ، ومن وجهة نظر المجرمين الخطرين في حالات الدراسة، وانطلقت الدراسة من تبنى نظرية الاحتواء الاجتماعي ل " والتر ريکلس "، وطبقت الدراسة الميدانية على (17) حالة من المسجلين الخطرين ،بالإضافة إلى ثلاث حالات من رؤساء المباحث في نطاق شمال القاهرة، وتوصلت نتائج الدراسة إلى انه يتسم خصائص المسجلين الخطرين في حالات الدراسة بخصائص اجتماعية وتعليمية واقتصادية متشابهة إلى حد کبير، من حيث تدنى المستوى التعليمي والاجتماعي والذي انعکس بدوره على تدنى المستوى المهني لهم، وان التاريخ الجنائي للمسجلين الخطرين يلعب دوراً هاماً في تکرار ارتکاب السلوک الإجرامي وفقاً (لأنماط الجرائم المرتکبة - عدد مرات ارتکاب الفعل الإجرامي - الفئة الإجرامية- نمط العود).
Crime is a serious phenomenon that threatens the entity of society and works to destabilize it and harm the interests of its members. The individual who returns to crime represents a great danger for his insistence on repeating the criminal behavior, the ineffectiveness of criminal punishment in deterring or evaluating it, and his failure to abide by the rules and laws approved by the society. The importance of the study is due to the fact that it focuses on the “recorder of danger” category, that category that did not receive a share of attention and study in the field of “criminal sociology.” The researcher did not find any sociological study - to her knowledge - that dealt with the study of this category despite its danger, as it constitutes a A threat to the interests of individuals and groups, and consequently to the national security of the whole society. Therefore, the current study aimed to reveal the criminal danger of the dangerous registrants from the point of view of the chiefs of detectives, and from the point of view of the dangerous criminals in the study cases. The field study was applied to (17) cases of dangerous registrants, in addition to three cases of chiefs of investigations in the north of Cairo, and the results of the study concluded that the characteristics of dangerous registrants in the study cases are characterized by social, educational, and economic characteristics that are very similar, in terms of low educational level. The criminal history of dangerous registrants plays an important role in the repetition of criminal behavior according to (patterns of committed crimes - number of times the criminal act was committed - criminal category - pattern of recidivism).
