وثائق استيراد السيارات وقطع الغيار فى الفترة ( من 1981 م إلى 1990 م ) دراسة أرشيفية دبلوماتية Documents for importing cars and spare parts (from 1981 to 1990) An Archival and Diplomatic study

الملخص:
تعتبر التجارة الخارجية إحدى الدعائم الأساسية في البنيان الاقتصادي، ولا يمکن لأي اقتصاد مهما کانت موارده وإمکانياته أن يعيش بمعزل عن العالم الخارجي، فهو دائما فى حاجة إلى عمليات التصدير و الاستيراد للسلع و الخدمات ؛ مما يجعل التبادل التجاري الشريان الأساسي الذي يربط الدول ببعضها. ويهدف هذا البحث إلى دراسة وثائق استيراد السيارات وقطع الغيار المحفوظة بدار الوثائق القومية دراسة أرشيفية دبلوماتية، وهذه الوثائق ضمن المتکاملة الأرشيفية لوثائق وزارة الاقتصاد والتجارة الخارجية، وترکز الدراسة علي معرفة أنظمة استيراد السيارات وقطع الغيار في تلک الفترة، ومدى تأثير هذه الأنظمة على المستوردين سواء الوکلاء أم الشرکات التجارية أم الأفراد، وکذلک إلقاء الضوء علي بعض المخالفات التي صدرت من المستوردين، بالإضافة إلي إعداد دراسة أرشيفية متمثلة في إعداد بطاقة وصف أرشيفي للسلسلة محل الدراسة، و بطاقات وصف لنماذج الملفات و الوثائق داخل الملفات ، و قائمة حصر زمنية لتلک الملفات، أيضاً إعداد دراسة دبلوماتية للوثائق وفقا لعلم الدبلوماتيک الحديث.
Abstract:
Foreign trade is considered one of the main pillars of the economic structure, no economy- no matter how resourceful, can live in isolation from the outside world. It always needs to import and export goods and services. This makes the exchange of trade the main artery which links countries together. This research aims at studying import documents for cars and spare parts stored at the national archives, a diplomatic archival study. And these documents are part of the record group of the Ministry of Economy and Foreign Trade. The study focuses on knowing the import regulations for cars and spare parts during that period, and how for these systems affect importers, whether agents, businesses or individuals, and to highlight some of the irregularities that have been issued by the importers.  In addition, preparing an archival study, represented in a series of description cards, files and documents studied descriptive cards for forms of files and documents, a periodic list for those files and preparing a diplomatic study of the documents in accordance with modern diplomatic science.
